The dispatcher should submit the inspection report within fifteen days from the date on which the mailer has received the shipment, excluding the expiration date of the shipment.
(2) If a consignee does not make the payment within the period specified in sub-rule (1) or if he makes the payment in such a way that it is repeatedly delayed while making the payment within the period specified in sub-rule (1), the departmental punishment shall be imposed on such a consignee.
